ANALYZING THE AVAILABILITY OF GOVERNMENT SCHEMES AND INITIATIVES FOR THE YOUTH: AN EXPLORATORY STUDY CONDUCTED IN DIBRUGARH DISTRICT OF ASSAM

Abstract

Human capital is the most valuable asset of a country. In order to make a country develop it is very important to make sure that its human capital is healthy, educated and skilled. This paper shall discuss human capital with special reference to the young population of Dibrugarh District. The study shall focus on the initiative of the government in the field of education, health and skill development for the youth of the state. Many government and non-government schemes has been introduced for the development and upliftment of the youth and there has been seen a remarkable enthusiasm within the young population. The objectives of the paper were: i) To assess the available government schemes and facilities for the upliftment of the youth in Dibrugarh district and ii) To aware the youth of Dibrugarh district about the importance of availing the government schemes and facilities for the development of the district. The study was conducted using exploratory research design in Dibrugarh district with a sample size of 150 youth using purposive sampling technique. The study was conducted from August 2024 to January 2025. The study revealed that though there is awareness about the government initiatives among the youth population however there are certain reluctance among the population towards availing them due to lack of proper information and source. Thus, it is important to take into account that mere awareness about the programmes and schemes is not enough to bring change in the human capital for development. In order to make development using human capital it is very necessary that the schemes that are made should be properly communicated to the targeted population for whom they are made so as to get better outcome.
