Ethical leadership has gained increasing attention as a critical determinant of institutional legitimacy, organizational sustainability, and employee trust. This chapter explores the central role of integrity and transparency as the twin pillars of ethical leadership, analyzing their conceptual foundations, interrelationship, and practical implications in institutional governance. Integrity, defined as the alignment between moral principles, decisions, and actions, fosters authenticity, trust, and moral legitimacy. Transparency, emphasizing openness, accountability, and clarity in communication, reinforces stakeholder confidence and minimizes suspicion. Together, these qualities create a leadership model that ensures ethical coherence by aligning organizational practices with societal expectations. The chapter highlights how integrity guides value-driven decision-making, while transparency ensures fairness and inclusiveness by openly communicating and justifying choices. Their integration enhances governance structures, builds stakeholder trust, and cultivates institutional cultures grounded in fairness, responsibility, and accountability. By embedding integrity and transparency into decision-making, leaders can effectively balance competing demands such as profitability and social responsibility. The chapter concludes by recommending strategies for institutionalizing these values, including ethical guidelines, leadership development, and participatory governance mechanisms.
