In an increasingly complex and interconnected world, the role of teachers is evolving to meet the demands of both technological advancement and moral development. This comprehensive study explores how the integration of technology and value-based pedagogy can empower teachers to enhance both academic instruction and character formation in learners. While digital tools have transformed educational delivery making learning more interactive, personalized, and accessible true empowerment lies in aligning these innovations with a strong ethical and humanistic foundation. The article investigates how technology can serve as a catalyst for value integration by supporting collaborative learning, critical thinking, global citizenship, and inclusive practices. At the same time, this paper examines how technology integration and value-based pedagogy together can empower teachers to improve student learning, professional satisfaction, and school culture for ethical decision-making in real-world contexts. Drawing on theoretical frameworks (TPACK, constructivism, socio-emotional learning), empirical findings, and best-practice models, the study synthesizes evidence on (a) how digital tools expand pedagogical possibilities, (b) how value-based approaches anchor teaching in moral, civic, and emotional development, and (c) what support systems (policy, professional development, leadership, infrastructure) are necessary for sustainable empowerment. We identify enabling practices, common barriers, and a practical roadmap for policymakers, school leaders, and teacher educators. Recommendations emphasize blended instruction, teacher agency, reflective practice, formative assessment with tech, and sustained community engagement. The paper concludes with implications for future research and scalable interventions.Published
