Abstract

Maintaining an adequate, safe, and sustainable blood supply remains a pressing global public-health challenge. Evidence indicates that systems built on repeat voluntary, non-remunerated donors produce safer and more reliable blood supplies. This paper synthesizes current international guidance and empirical studies to propose an integrated, evidence-based model for blood donation programs that combines policy (voluntary non-remunerated framework), service delivery (mobile units and optimized site planning), digital engagement (apps, SMS reminders, targeted campaigns), and behavioral strategies (nudges, recognition, donor-centred experience). We review barriers and motivators, evaluate intervention evidence, and propose measurable indicators for program success. Recommendations are practical for national blood services, NGOs, and healthcare systems seeking to increase donor recruitment, retention, and safety.
