REDEFINING LEARNING OUTCOMES: INTEGRATING EDUCATIONAL ASSESSMENT WITH COMPETENCY-BASED EVALUATION

This chapter explores the evolving landscape of educational assessment by examining its integration with competency-based evaluation (CBE). Traditional assessment models, often centered on content recall and standardized testing, are increasingly seen as insufficient for preparing learners for the complex demands of the 21st century. In contrast, CBE focuses on demonstrable, real-world competencies—blending knowledge, skills, and attitudes—to ensure that learning is both meaningful and transferable. The chapter highlights the limitations of traditional approaches and presents core principles of CBE, including mastery learning, personalized progression, and authentic assessment methods. Key strategies such as the use of rubrics, portfolios, simulations, and digital tools are discussed in the context of competency alignment. Additionally, it examines challenges in implementing CBE, such as institutional resistance, teacher readiness, and issues of standardization. The chapter concludes with a vision for a learner-centered, skill-oriented educational system that bridges academic outcomes with professional and life competencies.Published
