OPEN AND DISTANCE EDUCATION FRAMEWORK: EVOLVING PEDAGOGIES, POLICIES, AND PRACTICES IN CONTEMPORARY LEARNING ECOSYSTEMS

Abstract

Over the past few decades, open and distance education (ODE) has emerged as a powerful force, fundamentally altering the structure of global learning environments. As traditional educational models struggle with issues of access, equity, and scalability, ODE frameworks present dynamic and innovative paths for inclusive education. This paper explores the evolving paradigms within ODE, with a particular emphasis on the intersections of pedagogy, policy, and practice. Drawing on a wide range of interdisciplinary literature and contemporary global case studies, the research critically examines how digital transformation, socio-political shifts, and the demand for lifelong learning have spurred pedagogical innovations and institutional realignments. The review highlights a gradual shift from content delivery to learner-centric models that emphasize collaboration, adaptability, and technological integration. Furthermore, it explores the policy frameworks that have either facilitated or impeded the establishment of sustainable ODE ecosystems, particularly in low-resource settings. Methodologically, the paper employs a qualitative literature review to synthesize existing scholarship and empirical studies.
