Abstract

Mobile learning (m-learning) has emerged as a transformative strategy for addressing educational inequities in rural and tribal communities by leveraging the growing penetration of mobile devices. This chapter explores how mobile technologies can expand access to quality education in geographically isolated and socio-economically marginalized regions. It examines key components of effective implementation, including infrastructure readiness, device accessibility, localized content design, community participation, and supportive policy frameworks. Practical models such as mobile digital labs, offline learning platforms, and SMS-based instructional systems demonstrate the adaptability of m-learning in low-resource settings. At the same time, persistent challenges—limited connectivity, digital literacy gaps, gender disparities, and sustainability concerns—must be addressed to ensure long-term impact. The chapter argues that when aligned with community needs and inclusive strategies, mobile learning can promote educational equity and digital inclusion.
